Server Perks on Single Player

Is there a way for me to get it so I can have the perks the server has on single player? Killing Floor is the most used game in my steam library because of the perks the server has but sometimes I just want to play offline(or am forced to) but I am unable to use the perks the server has. the only coding experience I have had is making a basic webpage with html on notepad(I would love to be able to code games but don't know the coding rules of most games). Would I be able to do that, and even add some of the zeds also on the server?
