Brawler rage is broken?

The brawler rage do a shockwave which small damage then disable you from using any other weapon for 30 seconds. Is this intended or it just broken?

That is how the Rage works for Brawler, Guardian, and Horror. Once the Rage is used, the perk goes into a cool down. The perk cannot use any weapons for about 30 seconds, and another Rage cannot be used for around a minute. The Rage damage is a set damage for each of the perks. It does not increase with perk damage increase. The Rage damage for all perks is 5000 damage at a range of 750. I think the range of the stock LAW is 500 and the damage of a LAW is 950. So the Rage is very strong.
