Soo, I haven't played in ages and now all my perks are set to zero. I'm on a new computer/OS, would that have anything to do with it?

When was the last time you played? There are several different servers, so several different databases.

About two months ago, I played on the hardest difficulty server I think. LAst I played perks counted on all servers though, did that change?

Did you play on the Pro Servers or non pro servers? Pro Servers have rules that you must follow or your perks get reset. You stats should still be on whatever server you played on. You are using the same steam account?
